Please do the Board of Review in four stages:

1. Interview the Scout to ask about what he learned in doing the advancement requirements for this rank. See sample questions. Remember that a Board of Review is NOT a retest of rank advancement requirements (that’s done by the Scoutmaster in his conference with the Scout). Ask open-ended questions (i.e., questions that will require somewhat of a narrative answer) – probe for how well the troop program is doing in teaching Scouting skills, self-reliance and leadership.

2. Excuse the Scout and confer privately to decide whether the advancement should be approved.

3. Ask the Scout back in. Tell him whether he passed, congratulate him if appropriate, and get feedback about the program.

4. Ask the Scout to commit to a date for a Board of Review for his next rank, and counsel him to "work backwards" from that date.
