Roughrider District Committee Meeting Minutes

 

January 9th, 2003

Those present were Clyde Frank, Todd Otto, Dann Greenwood, Eloise and Ken Leggate, Nona Blaisdell, Robin Shoberg, Ben Lenzen, Jerry Haas, Deb Nelson, Kay and Leo Ehrmantraut, Sue Landblom, Lloyd Schnaidt, Jim Ozbun, Jason Hopfauf.

Chairman Frank called the meeting to order at 7:05PM: Pledge was said.

Items to be added to the agenda: Suggestions to the awards guidelines: under training. Registration for district members that are not registered already: under misc. Volunteer screening: under misc.

Minutes of the 11/7/2002 meeting were approved with the following question on the number of Scouts that attended the Heart Butte Tri-district campout. 440 was stated in the last meeting and Leo said the number in the highlites newsletter said 460. Deb Nelson made the motion to accept the minutes as read with the question on the numbers, Leo E. seconded the motion, motion carried.

Introductions were made to a new member Jason Hopfauf – Finance Chair for Friends of Scouting.

Programs and Activities

Cub Scout Leader Training:Will be held March 15th, 2003 in the AM at United Methodist Church. 9AM to Noon: Flyers were to be sent out.

Boy Scout Leader Training:Will be held March 22nd, 2003 at the United Methodist Church - Flyers will be sent out.

Venture Leader Training;Has been rescheduled and will be announced when it is scheduled.

Unit Commissioner Training: Will be held March 15th, 2003 in the PM at the United Methodist Church. Flyers will be sent.

District Committee Training: Will be held March 6th, 2003. Barry Mead will do the training. Flyers will be sent.

Awards Committee Selection Committee: Some suggestions were made that next year a form be made up for the spouse award ( a form like Family of the Year) Should be signed by the Committee Chairman or the Scoutmaster. Nominations should come from the Unit not the individual. Also want to know number of awards that are given in each category.

Popcorn Sales: We were number one in the Council according to container sold per Unit. Sales sheet was handed out for members to look over.

Klondike Derby: January 17- 19, 2003 at Heart Butte. Things are coming along fine. Patches will not be in on time, Robin questioned the weather as to when to cancel – suggestion was made that if the weather is below 20 degrees below zero during daytime or with the wind-chill that the Derby be cancelled. If Troops are unsure they are to contact Robin the night before the Derby to find out. Also Robin asked for a volunteer to make a pot of chili for the Leaders to eat during the noon lunch – Clyde volunteered.

District recognition banquet: Scheduled for February 9th, 2003 at the Elks- Everything with planning is going fine. Units are to bring a display again and also their Troop flag to display.

Winter Fun Day: February 8th, 2003 Teen Center. Planning is going fine. Flyers should have gone out already.

Scout Show: April 26th, 2002 at the Mall. Information will be out at the January roundtable.

Advancement

Advancement sheet was distributed for members to view: Cubscout advancements are up and Boy Scout Advancements are down.

Order of Arrow

Fall conclave will be at Heart Butte this year!!!! August 15th –17th, 2003

Spring conclave will be at Heart Butte on May 16th –18th, 2003

Spring Camporee will be May 9th – 11th, 2003

544 people attended the Winter Conclave that was held in Grandforks – great conclave.

Finance

Committee for Community Friends of Scouting: Jason Hopfauf said the committee has meet – gone over the list of past donors and finding new donors. The goal for this year is $28,440.00

Family Friends of Scouting: Dann Greenwood is the head of this –Will be trying to get contacts from all the units to attend their Blue and Gold and Court of Honors ceremonies.

Gift in Kind- Leo Ehrmantraut is in charge of this.

Membership

Council has made quality council.

Reports were given to members to review on membership.

New Troops and Packs started: Home on the Range – 18 registered Scouts

Dakota Horizons Venture crew- Southwest Multi correctional Unit.

New England Cub Scouts – 15 Boys and parents.

Webelos to Scout Transition report: Nona Blaisdell presented information on the information that she has gathered on the names and numbers of Webelos Two Scouts that will be making the transition to Boy Scouts. The letters and information that will go out to the Unit leaders.

District Commissioners: Eloise Leggate: 2 new Unit Commissioners signed up: Ron Webb for Beulah and Sue will be the Commissioner at large. Commissioners will meet at 6PM before the January roundtable meeting.

Scout distributor: The middle of February the Runnings store hopes to have everything in place and also looking at the Runnings store in Hettinger to have some Scout supplies.

Website: Dann Greenwood: Still looking for information to load in to the website- sent a note to all District Committee members looking for website information. Took pictures of the District Committee members to out into website. Please send information to Dann – through the e-mail would be the best but he can scan the information also but prefers e-mail or Word.

Miscellaneous:

Northern Lights Council Annual meeting: February 22nd, 2003 in Fargo

Woodbadge Breakfast: January 11th, 2003 United Methodist Church – 9:30AM contact Ken Leggate for information on this.

Volunteer background checks- Jerry let us know that starting April 1st, 2003 the council will start doing background checks on all adult applications. Applicants will need to provide social security numbers and they will do criminal checks on the applicants.

Quality district – do we want patches or pins – Jerry will order some of each.

Nominating committee: Jim Ozbun

Jim made a motion to nominate the current district committee members for the upcoming year. Todd Otto seconded this motion. Motion carried. Jim Ozbun presented a slate of new district committee members for the upcoming year. Jim moved that the new members be nominated to the district committee. Robin S. seconded the motion. The

Chairman called for further nominations, there being none, Robin S. moved that nominations cease and a unanimous ballot be cast for the new board members, seconded by Ben L. Motion carried.

Jim made a motion to nominate Lloyd Schnaidt as the District Chairman, seconded by Todd Otto. Motion carried.

Ben made a motion to nominate Deb Nelson to Vice-chairman position- Todd seconded this motion. Ken made a motion to cease nominations and Clyde seconded this motion. Member voted and motion carried.

Nomination for Clyde Frank for Roughrider District Commissioner is being forwarded at this time to the Council.

Vice Chairman Deb Nelson called the meeting to order at 7:00 p.m. The pledge of allegiance was said, and all present were introduced. Minutes of the 1/9/03 meeting were approved.

District Organization - Dann G. passed around an organizational chart of the district.

District Recognition dinner at Dickinson Elks on 2/9/03 at 4 p.m. 148 signed up-Sheila M.

Winter fun day on Saturday, 2/8/03. 148 scouts and leader signed up.

 

Klondike Derby rescheduled for 2/28 – 3/2/03 at Heart Butte. Robin S. won’t be there so he needs someone to chair the event.

Candy Bar sales scheduled for 3/25/03. No delivery date yet. Todd T.

Scouting for Food scheduled for 4/4&5/03. Also State Ave. cleanup will be scheduled. Judi S.

Scout Show scheduled for April 26, 2003. Info will be sent out soon. Chad H.

Advancement and Recognition Ken L.

Discussed new info received. Suggested looking at info on the district web site.

Order of the Arrow – Ben L. District Election is done. Scott Frank has sent out correspondence on unit elections. Scott will assist in unit elections and will help with webelos crossovers.

Ben L. explained what OA is.

Finance

Community Campaign – Jason H. Letters sent out and $3,100 of $13,500 has been collected.

Family Campaign – Dann G. This has started and 26% of goal reached.

Gifts in Kind – Leo E. $750 of the $3,500 goal has been reached.

Friends of Scouting - Dann G. did his short presentation.

Membership Jerry H.

Rich Wardner is membership chair. Jerry H. went through membership reports. He is trying to get the Civil Air Patrol set up as a Venture Crew.

Rick Z. and Jerry H. will work with the towns that have active Cub Scout packs and try to set up Boy Scout troops.

District Commissioner Clyde F.

Clyde F. explained his position. He discussed role of unit commissioners and feels that they should serve 3-5 years.

Miscellaneous

District Web Site – Dann G. Site is up and running, but not flashy. Send any info to Dann G., as he needs content.

Discussed a method of sending out a monthly reminder to all units to send info to Dann G. on unit activities for posting on the web site.

The Council Annual meeting will be held 2/22/03 in Fargo per Jerry H. Clyde F. and Eloise L. will receive plaques.

Eloise L. passed out District Committee Key Recognition forms for those who have 3 years of service on the District Committee. Return completed forms to Eloise.

New District Committee members must complete an application.

Vice Chair Nelson called the meeting to order at 7:09 p.m. The pledge of allegiance was said, and minutes of the 3/6/03 meeting were approved.

Program and Activities – Ben L.

Training

Cub Scout leader training; 4 attended.

Boy Scout leader training; 4 attended; second portion will be held at the spring camporee. Info will be posted on the web site.

Quality unit progress: Working on Bowman, Hebron and Jefferson pacs to get them to quality unit status.

Activities – Todd O.

Candy Bar sales; all candy is out, and sales should be better than last year.

Scouting for Food; everything on track; lots of PR done on radio.

Scout show; scheduled for April 26; notices sent out; setup will be the night before.

Day Camp; scheduled for July 28-30; notices were sent out; should consider another location.

Cubmobile Derby; will not happen at this point; to many activities scheduled.

Camping – Robin Shoberg

2003 spring conclave scheduled for May 16-18; 13 ordeal candidates; elections completed; young adults doing well; 3 of 4 elections were not done properly; fall conclave is 3rd weekend in August.

Civil Air Patrol Crew; working on getting this crew back.

Spring Recruitment – Luke Simons will be chair; will try and get tiger to cubs in some of the smaller towns.

District Commissioner – Clyde Frank; seven commissioners attended the last meeting; goals were set; next meeting is 5/27/03 at St. Johns; trying to get more unit commissioners; Ron Webb is now the Asst. District Commissioner.

Road to Chiefs Winner’s Circle/Quality District - Discussed national standards handout.

Misc.

Woodbadge report – Eloise L. 13 from the RR District signed up; 40 have indicated they may attend with 27 paid up. Need 32 to hold the event, which is, scheduled for May 30 through June 1 and June 13-15 at Heart Butte.

World Jamboree Presentation – Brent Nelson of Troop 32 attended; 600 scouts attended from the USA; Brent was the only one from the NLC to attend.

May 1, 2003

Those present were Dann Greenwood, Todd Otto, Scott White, Sue Landblom, Ron Webb, Ben Lenzen, Ken and Eloise Leggate, Jerry Haas, Judi Schnell, and Richard Benz.

Dann Greenwood called the meeting to order at 7:10 p.m. The pledge of allegiance was said. Minutes of the 4/03/03 meeting were approved with an amendment that there are 10 OA ordeal candidates rather than 13.

Items added to the agenda –

District storage shed.

Heart Butte work weekend.

Picnic tables.

Program and Activities – Ben L.

We are still in need of a popcorn chair.

Training – Eloise L.

District awards were handed out to Ben L., Ken L., Robin S., and Clyde F.

Quality unit progress: Ron W. discussed units that need adult leaders training, and the round table calendar was passed out.

Activities – Todd O.

Candy Bar sales; sales down from last year; discussed how to dispose of extra bars.

Scouting for Food; 30 # more collected in Dickinson this year. Out lying units did it later in the month of April.

Scout show; good show but down some units from last year.

Day Camp; scheduled for July 28-30; info is being sent out.

Summer Safety Days; scheduled for May 2-3 at Dickinson Rec Center.

District Clean up Community Projects; scheduled for June 9, 2003.

Camping – Robin Shoberg

Spring Camporee; scheduled May 9-11; Info sent out.

Webelos Camp; will be at Triangle Y, June 13-15 and June 20-22; questions to Lanny G.

Fall Camporee; will be held at Badlands Ministries Bible Camp south of Medora.

Commissioner recruitment; still looking for commissioners in Richardton, Lemmon, Mott, and Hebron.

Commissioner Staff Meeting will be held May 27, 2003.

Runnings Situation; will notify units when they are up and running.

District Storage shed; needs work; contents got wet; looking for volunteers for some clean up help.

Picnic tables; will be picked up on May 6, and hauled to Heart Butte.

Heart Butte work weekend is scheduled for May 3 and 4.

Thanked those involved in the FOS Campaign; we were first in the NLC and the third in the area to meet out goals; 34 youth are needed to meet the Chief Winners Circle requirements.

Deb Nelson called the meeting to order at 7:10 p.m. The pledge of allegiance was said. Minutes of the 5/01/03 meeting were approved. Todd Otto introduced Knude Swensen who is considering doing the popcorn sales.

Training – Eloise L.

Cub Scout Leader Training – Scheduled for 8/14/03 in Belfield and 10/11/03 in Dickinson.

September Roundtable date changed to 9/23/03.

Scoutmaster IVAN training will be held but no location yet.

Unit Commissioner training for district and council levels will be held in October.

Activities – Todd O.

State Ave cleanup – went well; done on two different days; 30 plus people.

Day camp report – 59 attended

Popcorn sale will be held October 1-29

Popcorn rally will be held September 29 at the Dickinson teen center; a flyer will be sent out.

New Cub fun day will be held on October 4 at the Dickinson teen center; Dan Metz tentative chair; Boy Scouts needed to supervise bb gun/bow and arrow.

Camping – Robin Shoberg

Fall Camporee; will be held at Heart Butte on September 12-14; info will be sent out next week.

Dickinson Trap Club venture crew – 17 youth involved; about one-half show up on Tuesday/Thursdays to shoot.

Commissioner Staff Meeting report – Discussed school night for scouting; Next meeting on 9/23/03; future training discussed.

Deb Nelson called the meeting to order at 7:12 p.m. The pledge of allegiance was said. Minutes of the 8/07/03 meeting were approved with a correction made to the Popcorn rally date which was held 9/27 not 9/29 as noted in the minutes. Pictures of scouting activities were passed around.

Cub Scout Leader Training – Scheduled for 9/20/03 in Dickinson and 10/11/03 there will be cub/venture/unit commissioner training. Cub fast start training is available on the Internet.

October Roundtable will be held at Beulah Zion Lutheran Church on October 28.

Discussed ideals of scouting; the district being the best in the council; need to get 109 youth signed up to meet quality district requirements.

Deb Nelson called the meeting to order at 7:05PM. The pledge of allegiance was said, and the minutes of the September 11, 2003 meeting were approved as submitted. There were no items to add to the agenda. Rachael Shields, who is working on her Girl Scout Silver Award and her mother Sharon Gegleman delivered bags for her food drive project which will be done on October 17-18. She asked that 10 scouts help her.

A.     Quality District Progress Report – Need seven quality units to meet

Discussed combining new cub fun day and popcorn rally; will have climbing wall there; will be held October 2, 2004.
